Many factors are involved. The day of the week, the opponent (as you can see there are no yankee games left), demand, the promo for a particular game, location, etc.

I figured it out; didn't you needed to click on "Make an Offer," if you just wanted to buy.

I'm not sure. You need to select 4 or more games by clicking on the boxes next to the games you want to make an offer on.
